and if they needed a top secret thing outside of the city they really only need it to be like two miles out in order for it to be hidden from the residents of the city (since it was presumably predating our arrival)

I think Patho-Gen wouldn't have sent so many people into the Asphodel Fields if they had something to hide there.
So north, instead. It would mean finding a way through the mountains, and there's nothing on the map within range that looks interesting.
Which would make it the perfect place to hide something "top secret."
